A California proposed bill, which failed by only two votes, condoned people having a safe zone to shoot heroin and would have provided state funded centers staffed by nurses to provide clean needles and stand by with Narcan in cases of overdose. Proponents stated during the debate that the war on drugs has been lost and it’s time to reduce accidental overdose deaths. Others worried the centers would become magnets for addicts who would continuously accept treatment as long as they can keep using.
